Pixelate A game programming magazine, especially geared towards Allegro developers. Well done and getting better with every issue.
SpaceJack.org Nice page that contains solid information on setting up MingW. You will also find info on more programming issues there, as well as more interesting stuff.
Nehe Productions A treasure of information for the graphics programmer, this page includes great, some consider them the best, OpenGL tutorials.
DL's Site A visually pleasing and quite informative page, covering, among other things, C/C++, VB, BCX and Delphi.
OpenGL, MingW and Allegro + DirectX (Updated Link) The title might be terrible, but it surely is descriptive. A must visit for Windows Allegro programmers.
Reliable Software Home of some good tutorials, especially on Windows programming, as well as a commercial source code control program.
GameDev.net Big site containing tutorials and articles on many aspects of game programming and design.

Oyonale - Experiments in Graphics A place where computer graphics meet art. Visit this page to find out what is possible with PoV.
3D Cafe Freestuff 3D Cafe is a big online resource for 3D graphics. In its free section you will find many 3D models of varying quality.
MAZ An invaluable information source for audio software (players, trackers, synthesizers, extractors etc). You will find not only well-known programs, but also rare gems here.

Gaming
GameHippo A well-organized and presented collection of 100% free games, now including more than 800 of them. You can find some real gems (as well as some real dogs) here.
Home of the Underdogs (Updated Link) Probably the best abandonware site on the Net. A huge number of games, many of which are rare, neatly organized, along with screenshots, information, manuals and more! Simply great.
Chess Programs and Utilities If you like chess and you want to play on your computer (either against a machine or a human from the other side of the world), this page will probably cover your needs.

Tiny Apps I do not know about sex life, but in software size does matter: usually small programs are better than the multi-megabyte bug-infested apps we see everyday in the Windows world. Visit this page to find that small can be beatiful.
